He had been taking a beating in approval ratings and his office looked to be in jeopardy in an upcoming election, namely because his city had been under attack by the Red Triangle gang. Oswald Cobblepot used this to his advantage by attempting to unseat Mayor Jenkins in the election. Mayor Jenkins had also made an enemy in Max Shreck, who sought to build a gigantic power plant. The Mayor disapproved the zoning for the idea, mostly because he heeded the advice of Bruce Wayne and other business magnates who did not consider Gotham to have an energy crisis. When Cobblepot blackmailed Shreck into helping him, Shreck struck a deal of his own. After this Mayor was unseated in the election, Cobblepot would use the mayorlty to both their advantages in that he would approve Shreck's power plant.

- Tim Burton cast Michael Murphy due his appearance in one of the Count Yorga vampire movies that he was a fan of in his youth.
- The Mayor's actual name never is identified, similar to the Ice Princess, who also only referred to by her VIP title in society due to the satirical structure of the story regarding urban life.
